It comes from a picture of King Norodom Sihanouk funeral ceremonies. The picture credits read: "Police officers carry a casket carrying the body of Cambodia's late King Norodom Sihanouk upon arrival at Phnom Penh International Airport in Phnom Penh, Cambodia, Wednesday, Oct. 17, 2012. AP/Heng Sinith". This flag follows the same pattern as two flags already reported (here) and (here) where there's a basic Cambodian flag pattern established, followed by golden fringes on the edges, a badge (Coat-of-Arms) of the official institution on the hoist (usually Police and Military Coat-of-Arms).
It is my conclusion then, that Police and Military Unit flags are the UFEs we are trying to identify on this Cambodian UFE page.

So what I can tell you, from the photos at (source) and the text at (this article) this flag belongs to an honor guard of the Royal Cambodian Armed Forces. I was able to confirm the text on the bottom of the flag due to the document I found. The crest at the hoist is that of the RCAF.

The Royal Cambodian Navy is the naval warfare service branch of the Royal Cambodian Armed Forces and one of the three uniformed services of the Kingdom of Cambodia. It has an estimated of 4,000 active personnel and operates 228 boats/ships in active service. It sails under the jurisdiction of the Ministry of National Defense.
Its flag is based on national flag, but Navy emblem placed in canton, and Khmer inscription of Royal Cambodian Navy is written on the lower blue stripe. (Source)

The Royal Cambodian Air Force is the branch of the Royal Cambodian Armed Forces which is charged with operating all military aircraft in Cambodia. The Air Force is under the jurisdiction of the Ministry of National Defence.

...both of which sound like pretty official occasions. At first glance I thought these were red-blue bicolors, but a more careful look revealed a small corner of the Angkor Wat in the top red field, making it a very large KH national flag, only with the addition of lettering. I can't read it, obviously, but it doesn't seem to be the country name or national motto.
...perhaps an army color? A full view is visible in the site header at
www.army.gov.kh.
